Home Weatherization Programs
Summit County and East Akron Neighborhood Development Corp.
General Description
Summit County Home Weatherization Assistance Program (HWAP) and East Akron Neighborhood Development Corporation (EANDC) both provide HWAP services, but cover separate areas. EANDC serves the East side of Akron, and Summit County HWAP serves the remainder of Summit County. HWAP is a free program to homeowners and tenants. Services can be provided to Single-family or Multi-family homes and trailers. Landlords may be required to assist in the cost of repairs.
Types of Services
- Health and Safety (furnace replacement, hot water tank replacement, and electric repair/upgrade.
- Heating work- furnace tune and clean, minor furnace and hot water tank repairs, and minor gas leak repairs.
- Insulation of attic and sidewalls.
- Carbon Monoxide testing on gas equipment.
- Reduction of major air leakage sites-door or window insulation kits, glass replacement, caulking of basement area and trailer skirts.
Applicant Eligibility
Applicants have to be low-income homeowners or tenants. The household income cannot exceed 150% of the Federal Poverty Guidelines. TANF, and SSI recipients are automatically eligible.Contact information

City of Akron Neighborhood and Housing Development Programs
Housing and Community Services
The City of Akron offers housing rehabilitation programs in selected areas of the city. The programs include Housing Inspection/Rehabilitation, Neighborhood Housing Petition Program, Rental Rehabilitation Program, and Community Development Services Programs.
Program Benefits
Akron will continue to invest in qualified properties to improve its outward appearance (roof, siding, windows, gutters, porches, steps, foundation) and make sure that major interior systems – heating, electrical and plumbing – are in good working order.
- The City will invest up to $15,000 in rehabilitation of owner occupied homes in Redevelopment Areas, the Lead Abatement area, and the Neighborhood Initiative areas. Property owners will be eligible for a $7,500 grant and a $7,500 deferred loan (deferred loans are 0% interest and are repaid when the house is sold, refinanced or transferred to heirs).
- Low interest loans are available for owners wishing to make greater investment in their property beyond what is necessary to improve the exterior and make the interior of the structure safe.
- Rental owners can receive a dollar for dollar matching grant of $7,500 for single- family properties and $15,000 for 2-4 unit properties. Lower interest loans are available to qualified borrowers to use as match for the grants.
- A rehabilitation specialist will perform a complete evaluation of your house and provide a written summary for free.
- Free bids for construction from three reputable contractors.
- Streets, sidewalks, curbs, sewers, lighting and street trees in the areas are improved where necessary.

Home Energy Assistance Program (HEAP)
The NYS Home Energy Assistance Program (HEAP) is a federally funded program that assists low-income New Yorkers in meeting their home energy needs. The HEAP program is comprised of Regular Benefit, Emergency Benefit, Furnace Repair/Replacement, and Weatherization components.

HEAP Program Components
HEAP Regular Benefit - 2010-11 HEAP season will open November 1, 2010.
HEAP Emergency Benefit - 2010-11 HEAP season will open November 1, 2010.
HEAP Furnace Repair and Replacement - open effective October 1, 2010.
HEAP Cooling Component - closed as of August 13, 2010. Not currently available.
HEAP Regular Benefit
Dates: The Regular Benefit Component of the 2010-1011 HEAP season will open on November 1, 2010. HEAP APPLICATIONS WILL NOT BE MADE AVAILABLE UNTIL NOVEMBER 1, 2010.
OTDA will NOT be conducting the early 2010-11 HEAP application mail-out originally scheduled for October 1, 2010, to households who received a HEAP benefit in 2009-10, but do not include a vulnerable member (i.e., an individual age 60 or older, under age 6, in receipt of Code A SSI, or disabled and in receipt of SSD.) Early mail-outs are being limited to those households with one or more vulnerable individuals.
Households who received a HEAP benefit in 2009-10 and who reside in the same county as they did in 2009-10 continue to have mail-in privileges. Such households may contact Madison County Department of Social Services at 366-2211 to obtain an application or may download a 2010-11 HEAP application from OTDA's website on or after November 1, 2010, in order to apply for the 2010-11 HEAP benefit. |
Description:
Regular HEAP benefits are based on income, the primary fuel source and the presence of a household member who is under age 6, age 60 or older or permanently disabled. A household may receive one Regular HEAP Benefit per program year, paid directly to the vendor that supplies their main source of heat.
You may be eligible for a Regular Benefit if:
- You are a United States citizen or qualified alien AND
- Your income is at or below the current income guides for your household size as posted in the table below OR
- You receive Food Stamps OR
- You receive Temporary Assistance OR
- You receive Code A Supplemental Security Income (SSI living alone)

HEAP Emergency Benefit

Description:
The HEAP Emergency Benefit component assists low-income New Yorkers who are facing a heat or heat-related energy emergency and do not have resources available to resolve the emergency.
Emergency HEAP benefits are based on income, available resources, the number of household members and the primary fuel type. A household may be eligible to receive one emergency heating benefit for their main source of heat and one emergency heat-related benefit for their electric if their electric is necessary to run their thermostat.
You may be eligible for an Emergency Benefit if:
- Your electricity is necessary for your heating system to work and is either shut off or scheduled to be shut off or
- Your natural gas heat is off or scheduled to be shut off or
- If you are out of or in danger of running out of fuel (oil, propane, wood, or coal) or
- If your essential applicant-owned heating equipment is inoperable
And
- Your income is at or below the current income guidelines as posted in the table below or you receive Family Assistance, Safety Net Assistance, Food Stamps or Code A Supplemental Security Income.
- The heating and/or electric bill is in your name and
- Your available resources are:
- Less than $2,000 if no member of your household is age 60 or older; or
- Less than $3,000 if any member of your household is age 60 or older.
- Up to $3,000 in available resources are exempt for furnace replacements

HEAP Furnace Repair and Replacement
Dates: The Furnace Repair and Replacement component of the 2010-2011 Home Energy Assistance Program (HEAP) is open effective October 1, 2010, until close of business on September 30, 2011.
Description:
The Furnace Repair and Replacement Component of the Home Energy Assistance Program is available to help low-income home owners repair or replace furnaces, boilers and other direct heating components necessary to keep the home's primary heating source functional.
Benefit Amounts:
Furnace benefits amounts are based on the actual cost incurred to replace or repair the applicant’s furnace, boiler, and/or other essential heating equipment necessary to keep the home's primary heating source operational.
To receive a benefit, an application must be made in person at the local department of social services and the applicant must receive a determination from the local department of social services that the applicant has met all established eligibility criteria, including established income and resource requirements. Benefits are paid directly to vendors after completion of all work for previously approved applications only

The City of Tracy Community Development Agency is pleased to offer the following loan and grant programs to qualified, income-eligible, owner-occupied homeowners in the downtown area.
Rehabilitation Home Loan Program
This program offers low interest and, in some cases, deferred payment loans up to $50,000 for needed home rehabilitation work.
Eligible improvements include mechanical, electrical, plumbing, heating and structural systems repair or replacement, drainage improvements, roof repair; painting, siding and weatherizing.
Weatherizing and Home Security Program
Offers grants up to $2,000 for weatherizing and home security improvements.
Eligible improvements include insulation for attic and walls, weather stripping for doors and windows, security lighting, doors and screen doors, energy efficient windows, smoke and carbon monoxide detectors, residential security systems, and roof and siding repairs.
Grant funds are available on a first-come, first-served basis, after completion of the repair work. All grant eligible improvements must have prior approval from the City of Tracy Community Development Agency.
Exterior Enhancement Program
Offers grants up to $2,000 for home exterior improvements. Eligible improvements include exterior painting, new fencing, roof repairs or replacement, security doors and security screen doors, front yard landscaping, and driveway repair or replacement.
Grant funds are available on a first-come, first-served basis, after completion of the repair work. All grant eligible improvements must have prior approval from the City of Tracy Community Development Agency.
Emergency Home Repair Assistance Program
Offers grants up to $2,000 for needed emergency repair or accessibility modifications.
Eligible improvements include mechanical, electrical, plumbing and structural systems, drainage improvements to prevent or correct flooding of structures, and roof repairs.
Grant funds are available on a first-come, first-served basis, after completion of the repair work. All grant eligible improvements must have prior approval from the City of Tracy Community Development Agency. However, if prior approval cannot be obtained due to an unforeseen emergency, repair costs may be eligible under certain conditions.
Down Payment Assistance Program
Provides deferred, down payment assistance loans of 30% of purchase price of home with a cap of $75,000 for low income, first-time homebuyers for the purchase of newly built or existing homes.
All first time home buyers must be certified as first time home buyers by a HUD approved agency (ie. Visionary Home Builders).
Loan and Grant Program Eligibility Requirements

Home Repairs for Low/Moderate Income Homeowners
The City of Kent offers a variety of home repair services to low and moderate income owners of single-family houses, mobile homes* and condo units within the city limits of Kent.
*Mobile homes must be 1976 or newer with HUD certification, not received prior services and the occupant must be senior and/or disabled.
Repairs which help maintain the health and safety of occupants, preserve the dwelling or conserve energy to reduce heating costs through weatherization are eligible.
Preference is given to households occupied by senior citizen, low-income and disabled residents. Kent's Home Repair program is funded entirely through the federal Community Development Block Grant (CDBG) money.
Minor Repairs are FREE! Minor repairs include plumbing, electrical, carpentry, disabled access, furnace service, storm doors, window repairs, roof repairs, smoke detectors and other smaller work items.
Major repairs include complete roof replacement, new heating systems, electrical system upgrades, and other big work items.
Eligibility Requirements
- Your house, mobile home (must be 1976 or newer) or condo unit must be located within the city limits of Kent.
- You must have owned AND occupied your home for at least 1 year prior to application.
- Your household's annual gross income must not exceed federal income guidelines (see table below).
- In addition to income qualification, there is a maximum amount of personal assets that can be held and still be eligible for assistance.

How to Apply for Home Repair Assistance
Complete and return the Home Repair Application along with proof of ownership and income for anyone over the age of 18 residing in the household. Acceptable ownership documents include either a deed or tax bill for houses and condo's or, if living in a mobile home, a copy of the vehicle registration. For income verification include a copy(s) of the prior year or last filed income tax 1040 form. If you do not file for income taxes please complete the IRS 1040 form.
The Home Repair Assistance Application is in Portable Document Format (PDF). To print the application, you must have the free Adobe Acrobat Reader installed on your personal computer. If you do not have Acrobat Reader click on the Adobe icon to download the program.

Apply for the Home Repair Program Small Works Roster
The City of Kent encourages all Contractors to apply for the City of Kent Home Repair Program Small Works Roster. The City of Kent Home Repair Program contracts for home repair services to be provided to Kent home owners receiving Home Repair services.
Qualifications.
The City of Kent Home Repair Program uses this Roster to invite contractors to bid on projects under $10,000. The agency invites at least three contractors in rotating order to submit quotes. The lowest reasonable and responsible bidder is selected. Projects include: roofing, electrical, furnace repair and replacement, sewer work, and general contracting.
Accepted applications remain on the Roster without expiration, although Kent asks you to refresh information every two years. Kent retains the right to remove or suspend a company at any time, based on the City opinion of the company's performance and responsibility.

The City of Bellevue Home Repair Program provides low- to moderate-income Bellevue homeowners with zero-interest home loans and grants for health-
and safety-related repairs, including:
- Faulty plumbing
- Unsafe electrical wiring
- Poor heating
- Roof repairs
- Rotting gutters or porches/decks
- Earthquake retrofitting
Types of loans and grants available:
- Deferred Payment Loans - Eligible repairs include health- and safety-related improvements for homeowners who meet low-income guidelines. The City provides a no-interest loan that does not have to be paid back until the homeowner sells the home or it is transferred to a new owner. Maximum loan amount is $20,000 for the first year, and up to $35,000 thereafter.
- Leveraged Loans - Homeowners must meet moderate income eligibility guidelines. The same type of health- and safety-related repairs qualify as for the deferred payment loans. With leveraged loans, the City provides one-half of the cost of the repairs, and the homeowner provides the other half. This loan is also paid back only when the home is sold or transferred. Maximum loan match with City funds is $17,500.
- Emergency Grant - Eligible repairs are restricted to health and safety hazards requiring more immediate attention. Homeowners must meet low-income eligibility guidelines. Because this is a grant, not a loan, it does not have to be repaid. Maximum grant award is $1,500.
- Weatherization Grant - this grant is offered in conjunction with Washington's Energy Match Program. Eligible repairs are restricted to insulation and heating systems. The homeowner is not required to repay the grant amount. Maximum grant award is $3,000.
In addition, the city also offers owners of single-family rental property no-interest, deferred payment loans to make health- and safety-related improvements. The city provides one-half of the cost of repairs, and the property owner provides the other half. The maximum loan match with the city fund is $8,500. The renter must qualify as low- or moderate-income for the landlord to qualify for this loan. The loan is paid back when the home is sold or transferred.

Minor home repair assistance, including volunteer assistance with yardwork, is offered by Catholic Community Services Volunteer Chore Services (425-284-2240). Senior Services (206-448-5751) provides low-income homeowners with help fixing leaking faucets and installing smoke detectors or installing locks.

Many cities in Ohio use HUD funds to provide grants and loans that help low and moderate income homeowners maintain their homes.
Local Community Development Corporations (CDC's) also provide rehabilitation assistance. The Ohio CDC Association has a listing of members throughout Ohio
HUD provides money to the State of Ohio, which passes them on to smaller communities that may it for housing rehabilitation. Check with the Ohio Department of Development, Office of Housing and Community Partnerships to find out if these resources are available in your community.

A couple of years ago my neighbor was moving to town, and she wanted to know if I knew anyone who would want her mobile home, that they didn't want to put the money in to repair it to sell or pay the lot rent till it sold, so they where giving it away.. The home I was living in was just a 2 bed, and I had always wanted my mother to be able to live by me so I could care for her, for she was in poor health.. So after checking out the home to see what all needed to be done to it, seeing it wasn't anything major, carpeting, tiles, painting, I decided to take it and fix it for my mother to live in.. After getting it ready, we found the her wheel chair would not fit through the doors, so I moved her into my home and I moved into this home..
A few months later my mother became terminally ill and was given a week to live, I brought her home with me to spend her last days at home and by doing so we were blessed with 4 extra months..Because of the time frame in this matter, I ended up loosing my job. Not being able to manage the bills on 2 homes, I let the other home go.. After my mothers passing I returned to work at a new job, all was going good, so I thought. Last December my daughter came to me and said that her bed was leaning, when I went in to check things out, I found her bed had fallen through the floor.. When we pulled things apart we found extensive water and mold damage to her room, alarmed by this we went through the whole house and found there was damage through out the house. One bathroom had to be completely gutted out, one bedroom when we touched the wall, we found there was no wall behind the wall paper and the floor was rotted as well, the same in the other bedrooms, the framing in the living room was rotted away as well.. I contacted my insurance company and they only covered some repairs, not nearly enough for what all needed to be done.. So not able to afford to hire anyone, my son who has done this kind of work before took time off his job and came to help me do the repairs..
The urgency of getting the work done because of the mold, cost me my job.. Again.. Now I have gone through all the insurance money, what little savings I had and my tax return. Now I am not only able to not finish the repairs to my home, I am falling behind on my bills..I have called many agencies looking for assistance in some kind of help, but to no avail, because I am not in the right area or because it's a mobile home, or they don't help with this kind of funding. A friend told me to check on what grants are available, But in everything I looked up, it says FREE, then they want to charge you for information...I THOUGHT FREE MEANT--NO MONEY NEEDED.. All I am looking for is some kind of assistance to help me make the repair needed before more damage is done and to make my home safe to live in and pay off these bills so I can get back on track again for my daughter and myself. IF THERE IS ANYONE WHO KNOWS OF A PLACE I CAN CONTACT FOR ASSISTANCE, OR ANYONE OR PLACE WHO CAN HELP IN ANY WAY, PLEASE LET ME KNOW..ANYTHING IS GREATLY APPRECIATED.. THANK YOU
I have been doing almost all of my own work on my home and as a living.
I do know a good bit about electrical stuff, and will help if I can. So ask and if I don't know the answer, I will find out if at all possible.
Just remember, this is not a contractor/customer relationship and only a friend to friend conversation. Electrical work is dangerous. While you are working on it you can get shocked, injured, or killed. Then afterwards a fire can develope causing the same and property damage.
If you ask and I answer and something goes wrong, it will not be my fault. I can't see the problem, nor can I be perfectly clear on every aspect. Some things come as second nature when you work in a certain area. If you do not feel safe or confident enough to proceed with the job, please stop and either call a friend that is comfortable with it, or call an electrician.
Be sure to read and follow each and every thing I say, exactly the way and order I say them. Always work with the power off!! I can and have wired switches, plugs and lights with it on. And yes I have gotten "bit" usually not bad, but it still hurts. You can always go to the library and get books with illustrations about simple electrical work. The reason you can't usually find books on items like panel or masts and weather heads it that amount of electricy will not hurt you so much as kill you. Leave it to a pro.
I will also say one more thing you need to find out the code in your area as it pertains to what you are doing. If needed you should get a permit and inspections. They are both there to protect you and anyone that may purchase the home later.
With all that said, bring on the questions.

Buy learning to do these few things yourself you can save on a bundle of money and be proud of what you can do yourself.

looking for grant or help to fix and repair home for me and my 3 year old daughter i only receive ssi every month and really need sum extra arms and legs to take on this house where some kids went through it and snatched out 3 light fixtures and messed 2 walls up let me know of any bright ideas
The Emergency Grant program provides grants for up to $3,000 for urgent or life-threatening home repairs. Emergency grants are not loans and do not have to be repaid.
The Housing Repair Program does not charge a fee for this service.
Eligibility
Eligible homeowners are those who:
- Own and live in the home they want to repair
- Live in King County, outside the city limits of the City of Seattle and Normandy Park. (Note: The City of Seattle has its own housing repair program. Click here to be transferred. Also, residents of Bellevue, Kent, and Auburn must be referred by their city's respective program. Overview of Application and Repair Process
After an application for the Emergency Grant is taken over the phone, we will visit you in the comfort of your own home during normal business hours to assess the repair work as soon as possible. Because of the urgent nature of the repairs for this program, Housing Repair Program staff may authorize the work to be done with a contractor who is known to have expertise in the area of emergency need. Housing Repair Program staff will then assist you with the process of contracting with the chosen private construction contractor. Next, the private contractor will perform all of the work on your home. Finally, the Housing Repair Program will provide the payment(s) directly to the contractor once Housing Repair Program staff have verified that the work was been satisfactorily completed.

Shoreline Minor Home Repair Program
The City of Shoreline offers a Minor Home Repair Program for city of Shoreline residents. The program provides low-cost electrical, plumbing, carpentry and disability access repairs to low-income, elderly and/or disabled homeowners.

Tukwila Minor Home Repair Program
The cities of SeaTac, Tukwila and Des Moines offer minor home repairs to eligible resident homeowners through the Tukwila Minor Home Repair Program. The program provides funds to maintain safety and health of the occupants and preserve the dwelling and/or conserve energy. Eligible activities may include earthquake preparedness, replacing broken switches and sockets, light fixtures, repairing heat sources, gutters and downspouts, replacing or repairing faucets, toilets, sinks, drains, broken or leaky pipes, and repairing minor roof leaks. Program is offered on a first come, first serve basis, and residents receive repairs until funds are depleted. If participating cities are unable to implement the program, the program will be reduced by the amount of funds that each city agreed to manage.

Renton Minor Home Repair Program
The city of Renton has a Minor Home Repair Program that is offered to maintain affordable housing for extremely low to low-income households within the Renton city limits. The program provides minor repair services focused on increasing the health and safety of residents, providing modifications for disabilities and preserving the dwelling as decent, safe and affordable housing.

The City of Novi Minor Home Repair program seeks candidates for its upcoming service year. The program helps qualified low-income homeowners in the city make needed repairs and improvements to their residences. The program tackles priority improvement projects including furnace repair; water heater, toilet, or garbage disposal replacement; fixing porches, wiring, leaky roofs; and removal of dangerous trees. Grants up to $5,000 are possible. In addition to help with repairs, homeowners can apply for weatherization assistance to help improve their home's energy efficiency and year-round comfort, and lower utility bills.
Applicants must be 18, own their own residence or mobile home in Novi, with total income at or below HUD Section 8 low-income definitions based on family size. Novi's program is administered through the Oakland Livingston Human Service Agency (OLHSA).

The goal of the Home Repair Program is to correct housing code violations and make the home warm, dry, energy efficient and lead safe. The type of repairs to be made to your home will be determined by a Louisville Metro Housing & Community Development home inspection.
To be eligible for the Home Repair Program:
- The applicant must be owner-occupant of the property and have resided in the home for at least one (1) year.
- Household must be within the income guidelines.
- Property can only be assisted one time.
- Credit records must meet income guidelines.
- Must have homeowners and/or fire insurance.
- There can be no second mortgage on the home.
- Property taxes must be paid in full.
- Property must be within the Louisville/Jefferson County Metro area.
Assistance is in the form of grants and/or low interest loans. If the homeowner meets minimum program criteria, a Home Repair application will be mailed.

The Home Repair Program for Owner-Occupied Property provides loans and grants for the repair of owner-occupied homes.
Deferred Loan - Deferred loans are offered at three percent simple interest and calculated annually on the unpaid principal. The total amount borrowed must be repaid when the property changes hands or the recipient moves from the property. Owners may borrow up to $25,000 for a single-family home or $8,000 for a mobile home.
Grant - A non-repayable grant is available to eligible Mobile Home owners of up to $8,000.
Eligibility
This program assists single-family homeowners or mobile home owners. You must live in the residence you would like to repair.
Geography
You must either live in an unincorporated area of San Diego County, or in the cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, or Solana Beach.
Income
Your household's annual gross income must be at or below 80% of San Diego's AMI.

The Emergency Home Repair Program (E.H.R.) is intended to provide emergency assistance to low-income Bloomington homeowners.
A grant of up to $7,500 is available for owner-occupied houses and up to $3,500 for owner-occupied trailers. This money can be used only for true emergencies such as repair / replacement of a leaking roof, nonworking furnace or water heater, electrical issues, broken water pipes, etc., and associated structural damage.
General Program Requirements
- Applicant's home must be located within the Bloomington city limits.
- Applicant's current income must be within current HUD income guidelines based on area median income and family size
2009 Income Guidelines
To be eligible, the household must be at or below 60% area median income. Use the chart below to see if you are currently eligible for our housing loans or programs . Income guidelines are subject to change.
